In Defense of the Family - Part Seven : The Catholic Hierarchy of Bishops as Successors of the Apostles

Continuing from part six with His Eminence Raymond L. Burke as our guide we see that the content of the Encyclical Humanae Vitae is part of the Magisterial teaching, "Pope Benedict makes clear that the teaching in Humanae Vitae was not simply a matter of individual morality, " declaring: Humanae Vitae indicates the strong lines between life ethics and social ethics ushering in a new area of Magisterial teaching that has gradually been articulated in a series of documents, most recently, John Paul II's Encyclical Evangelium Vitae ( Caritas in Veritate no.15 )

"The Church teaches that marriage between one man and one woman is indissoluble and rests on the foundations of unity and procreation, the vicars of Christ, the Popes have proclaimed against contraception for centuries. Pope Benedict does so today. It is contraception that is the enemy of life and of the family.

Cardinal Burke emphasizes the critical importance in proclaiming the gospel and the Magisterial teaching of the Church by the bishop. He has a great responsibility to teach the faith in its fullness.

One time I wrote to a bishop on the subject of Humanae Vitae and sexual morality and the need to proclaim both. The bishop did not respond. I met him at a gathering, introduced myself and said I had not had an answer to my letter. He exclaimed, "But I agree with you" However, I don't think he ever preached or wrote against them.

The priests in most dioceses don't accept or believe in Humanae Vitae and will not speak about it. In addition to their disbelief they don't want to be unpopular or to have the collection go down.
Pope John Paul II stresses that, "the proclamation of Christ always takes first place and that the bishop is the first preacher of the gospel by his words and by the witness of his life". He then reminded bishops to, "be aware of the challenges of the present hour and have the courage to face them". (Pastores Gregis no. 28 )
